Secure the Border Act of 2023 This bill addresses issues regarding immigration and border security, including by imposing limits to asylum eligibility. For example, the bill * requires the Department of Homeland Security (DHS) to resume activities to construct a wall along the U.S.-Mexico border; * provides statutory authorization for Operation Stonegarden, which provides grants to law enforcement agencies for certain border security operations; * prohibits DHS from processing the entry of non-U.S. nationals (aliens under federal law) arriving between ports of entry; * limits asylum eligibility to non-U.S. nationals who arrive in the United States at a port of entry; * authorizes the removal of a non-U.S. national to a country other than that individual's country of nationality or last lawful habitual residence, whereas currently this type of removal may only be to a country that has an agreement with the United States for such removal; * expands the types of crimes that may make an individual ineligible for asylum, such as a conviction for driving while intoxicated causing another person's serious bodily injury or death; * authorizes DHS to suspend the introduction of certain non-U.S. nationals at an international border if DHS determines that the suspension is necessary to achieve operational control of that border; * prohibits states from imposing licensing requirements on immigration detention facilities used to detain minors; * authorizes immigration officers to permit an unaccompanied alien child to withdraw their application for admission into the United States even if the child is unable to make an independent decision to withdraw the application; * imposes additional penalties for overstaying a visa; and * requires DHS to create an electronic employment eligibility confirmation system modeled after the E-Verify system and requires all employers to use the system.

National Defense Authorization Act for Fiscal Year 2024 This bill authorizes FY2024 appropriations and sets forth policies for Department of Defense (DOD) programs and activities, military construction, the national security programs of the Department of Energy (DOE), and the Maritime Administration. It also authorizes appropriations for the Defense Nuclear Safety Board and the Naval Petroleum Reserves. The bill authorizes appropriations but it does not provide budget authority, which is provided by appropriations legislation. DIVISION A--DEPARTMENT OF DEFENSE AUTHORIZATIONS TITLE I--PROCUREMENT This title authorizes appropriations for acquiring or modifying various military items (such as aircraft, ships, tracked combat vehicles, missiles, and ammunition) and sets policy for certain procurement programs. Below are some examples of provisions in this title. Sec. 131 authorizes the Navy to enter into multiyear procurement contracts for up to 13 Virginia class submarines (nuclear-powered attack submarines), as well as advance procurement contracts (i.e., contracts to procure components needed for an item long before the item itself  is purchased) for equipment and subsystems associated with the Virginia class submarine program. Sec. 157 prohibits the use of funds made available to the Air Force for FY2024 from being used to reduce the number of certain KC-135 aerial refueling aircraft within the Air Force's reserve components. Sec. 158 prohibits the use of funds made available to the Air Force for FY2024 from being used to terminate a production line for HH-60W combat rescue helicopters. Sec. 181 authorizes DOD to enter into multiyear procurement contracts for rare earth elements (generally, a group of elements used in many products, such as rechargeable batteries and defense applications) that are processed in the United States by qualified domestic sources, and to enter into related advance procurement contacts. TITLE II--RESEARCH, DEVELOPMENT, TEST, AND EVALUATION This title authorizes appropriations for research, development, test, and evaluation (RDT&E) and sets policy for certain RDT&E activities, such as additive manufacturing (also known as 3D printing), artificial intelligence, and quantum computing. Below are some examples of provisions in this title. Sec. 214 requires DOD to establish certain disclosure requirements for applicants and recipients of DOD research funding conducted by an institution of higher education (IHE). The disclosures must include the researchers' date and place of birth, country of citizenship, educational background, employment background, and affiliations with foreign governments.  Sec. 220 requires DOD to implement a process to assess whether an artificial intelligence (AI) technology used by DOD is functioning responsibly and report and address instances where the technology is not functioning responsibly, including by discontinuing its use if necessary. Sec. 222 establishes a pilot program to enable organizations within DOD to test and evaluate how quantum and quantum-hybrid applications may be used to solve technical challenges and provide needed capabilities. Securing Growth and Robust Leadership in American Aviation Act This bill reauthorizes the Federal Aviation Administration (FAA) through FY2028, including activities and programs related to airport planning and development, facilities and equipment, and operations. The National Transportation Safety Board is also reauthorized through FY2028. The bill also addresses a wide range of issues. For example, the bill * directs the FAA to increase air traffic controller hiring targets; * establishes a workforce development program to support the education, recruitment, and retention of aviation professionals; * establishes an FAA Ombudsman to coordinate the response to submissions of inquiries or objections relating to issues such as aircraft certifications and registrations, pilot certificates, and operational approvals, waivers, or exemptions; * raises the commercial airline pilot retirement age to 67 (currently 65); * prohibits aircraft dispatchers from working remotely, with limited exceptions for emergencies; * requires the Department of Transportation (DOT) to establish standards to ensure the aircraft boarding and deplaning process is accessible for individuals with disabilities, including for individuals who use wheelchairs; * requires DOT to establish a policy directing certain air carriers to seat a young child next to an accompanying adult if adjacent seats are available without charging an additional fee; * prohibits the FAA from requiring mask wearing or COVID-19 vaccines for passengers, air carrier employees, or FAA employees; * requires the FAA to issue rules to update the requirements for testing and operating unmanned aircraft (i.e., drones), including for drones operating beyond the visual line of sight; and * requires the FAA to issue rules for certifying pilots for powered-lift aircraft (i.e., capable of vertical takeoff and landing) and operational rules for powered-lift aircraft.

Military Construction, Veterans Affairs, and Related Agencies Appropriations Act, 2024 This bill provides FY2024 appropriations for military construction, the Department of Veterans Affairs, and related agencies. TITLE I--DEPARTMENT OF DEFENSE This title provides appropriations to the Department of Defense (DOD) for Military Construction for * the Army; * the Navy and Marine Corps; * the Air Force; * Defense-Wide agencies and activities (other than military departments); * the Army and Air National Guard; and * the Army, Navy, and Air Force Reserves. The title also provides appropriations to DOD for the (1) North Atlantic Treaty Organization (NATO) Security Investment Program, and (2) the DOD Base Closure Account. The title provides appropriations to DOD for Construction and Operation and Maintenance of Family Housing for * the Army, * the Navy and Marine Corps, * the Air Force, and * Defense-Wide agencies and activities (other than military departments). The title provides appropriations to DOD for (1) the Family Housing Improvement Fund, and (2) the Military Unaccompanied Housing Improvement Fund. (Sec. 101) This section prohibits funds provided by this title from being used for payments exceeding $25,000 under a cost-plus-a-fixed-fee contract for construction in the United States without a specific DOD approval in writing. The section includes an exception for work that is to be performed in Alaska. (Sec. 102) This section permits construction funds provided by this title to be used for hiring passenger motor vehicles. (Sec. 103) This section permits construction funds provided by this title to be used for advances to the Federal Highway Administration for the construction of access roads DOD has certified as important to national defense. (Sec. 104) This section prohibits funds provided by this title from being used to begin construction of new bases in the United States without a specific appropriation. (Sec. 105) This section prohibits funds provided by this title from being used to purchase land or land easements in excess of 100% of the value as determined by the Army Corps of Engineers or the Naval Facilities Engineering Command. The section includes exceptions for (1) determinations of value by a federal court, (2) purchases negotiated by the Department of Justice, (3) values less than $25,000, and (4) purchases that are otherwise determined by DOD to be in the public interest. (Sec. 106) This section prohibits funds provided by this title from being used to acquire land, provide for site preparation, or install utilities for family housing, except housing for which appropriations have been provided. (Sec. 107) This section prohibits funds provided by this title for minor construction from being used to transfer or relocate any activity from one base or installation to another without notifying Congress in advance. (Sec. 108) This section prohibits funds provided by this title from being used to procure steel for construction unless American producers, fabricators, and manufacturers have been allowed to compete for the procurement. (Sec. 109) This section prohibits funds provided to DOD for military construction or family housing during the current fiscal year from being used to pay real property taxes in any foreign nation. (Sec. 110) This section prohibits funds provided by this title from being used to initiate a new installation overseas without notifying Congress in advance. (Sec. 111) This section prohibits funds provided by this title from being used for architect and engineer contracts estimated to exceed $500,000 for projects in Japan, NATO member countries, or countries bordering the Arabian Gulf unless the contracts are awarded to U.S. firms or U.S. firms in joint ventures with host nation firms. VA Medicinal Cannabis Research Act of 2023 This bill requires the Department of Veterans Affairs (VA) to study the effects of cannabis on veterans who are enrolled in the VA health care system and have been diagnosed with post-traumatic stress disorder (PTSD) or chronic pain (i.e., eligible veterans). First, the bill requires the VA to conduct an observational, 18-month study on the effects of cannabis on the health outcomes of eligible veterans. The VA must report on the study and address whether it is able to meet criteria necessary to conduct clinical trials. Then, if the VA determines that it is able to proceed, it must carry out a series of clinical trials on the effects of cannabis appropriate for investigational use, as determined by the Food and Drug Administration, on the outcomes of eligible veterans. The VA must carry out a long-term observational study of the clinical trial participants. The VA may terminate the trials if it is unable to meet clinical guideline requirements or the trials would create excessive risk to participants. The VA must ensure that the study and trials are representative of the demographics of veterans in the United States, as determined by the most recent data from the American Community Survey of the Bureau of the Census. The study and trials must include mechanisms to ensure data preservation and registration as necessary (in an anonymous form).
